Nope. There are no rules pertaining to ESC's in the rule book. In addition to the IMPBA rule book, IMPBA clubs and districts can develope their own rules. The Spec or limited classes that many districts have run using the UL-1, SV27 and BJ26 motors are not in the IMPBA rule book. They are district/club classes and some districts have ESC rules for these classes. I believe NAMBA does have classes using these motors and do have rules pertaining to controllers but I believe there are plans to remove them. Hopefully someday, IMPBA will adopt these rules on a national level.

NAMBA rules do not specify ESCs; just motors and battery voltage/capacity limits. As you indicate there are sometimes also "spec" classes (P-spec OPC) which refer to ProBoat, Aquacraft (UL-1, SV-27) and other "spec" motors that come with the RTR boats. This keeps costs down.

My bad Patrick. I read on IW that the P-spec tunnel rules used at the World Tunnel Championships and that I adopted into IMPBA D12 were taken from the NAMBA rule book. I just looked at the NAMBA rule book online and could not find it.

Those were authored by a NAMBA member. The CMB adopted them.
