Is the top of the boat a flat surface?
If not you'll probably need to make a parting board, depending on the type of mould you're looking to do.
I'd polish your plug up nicely (auto primer, filler, and lots of sanding) and try a plaster mould first for the lower cost and to get your feet wet in mould making before you go with a fiberglass and gellcoat mould.
