First a guest or user that isnt logged in will see this. And will see it until they register or login.
A user with 95-99% filled pm box messages will get a one time message / suggesting they clean their inbox.
A user with 100% filled pm box messages will get a one time message / notice that their inbox is full and they need to delete messages.
One time message is for each time logged into the site. When you come back you will get the pm messages again.
