To help new drivers get used to racing, we've designed a Fish Boat model - they turned out to be a little too hard to drive, as can be seen in the video. Modifications of the "tail trim" are progressing nicely but haven't been worked out at this time.

Hard to find. Use a binary explosive like tanerite or one of the homemade versions. Then you can detonate it with a high velocity bullet from a machine gun. Hmm, I just happen to have everything needed for that (yes, it is all legal.) I bet shooting from a boat isn't legal in a river though unless it is duck hunting with a shot gun.
