Because a city worker in LA can be fired and it takes them 18 months to figure out that they still have a city owned car and are using a city gas card.

I've been in the computer field since the '80's. These companies are gouging the state. Typically, If you place a bid for a contract, you complete the contract for the agreed amount. There may be other terms. But if you go out of budget or don't meet the deadlines, it's the contractor that eats it. From the looks of this article, who ever negotiated or failed to follow up on this abuse, should be horse whipped.
