Cold LIQUID water will most likely keep the electronics cooler.

Using LiPos while cold will lower their performance, for best performance they should be used when warm.

Never let LiPos get below 0c (or whatever temp water freezes at in f) as doing so will permanently damage them, and if used or charged when below freezing the permanent damage will be amplified, so if the air temp is freezing but the water is still liquid be careful not to let them get too cold, whether that is in a LiPo warming bag/box, taking the loose change and keys out of your trouser pockets and storing them there, or only taking them out of a warm car just before use, don't let them get too cold.
