Default Are cells always perfectly balanced?

my 6000 mah 4s graphene yowoo batterie?s all have 1ohm of resistance per cell, but the volts aren?t consistent. Is this something i shoukd be concerned about?

LiPo packs will very rarely have cells with identical voltages. In almost all cases, the highest-to-lowest variance will be no greater than 0.04V. However, if you have any cells with a variance greater than that, is suggest doing a full-cycle discharge/charge, and recheck the cell voltages. If, after a full-cycle discharge/charge, the voltage of the same cell is off the (approx) the same variance, then that indicated a good possibility that that LiPo packs might be bad.

Btw you have 1 mOhm (milli Ohm) per cell which is astronomically good. Your charger is not a very precise instrument, is my opinion on that.
By all means, all is good and all is well. Nothing is ever perfect, slight variations are normal.
