If you're thinking time trials and records, then no it isn't. If you're talking heat racing, the CD could allow it.
I'm pretty sure all the proboat motors are discontinued as well as the aquacraft motors after Horizon purchased great planes.
Himax will build the HB3630 but you need to buy in quantity.

The 2019 NAMBA Nationals in Utah will only use the CURRENT motor list as well as two listed options on the race flyer for P-limited competition. If the new FE motor rules do pass, they will not be allowed at this years NAMBA Nationals. Hope that answers your question.

Thanks Robert, that defines it pretty well. Hopefully next year things will evolve past a list of 3 choices for a national championship. Oops a cheap plug to vote the new proposal in.
