I use a hand held tachometer with a small rubber cup on the front, put it on the motor shaft or prop shaft(without a prop)
Use a low voltage battery pack 2S or 4S
Then divide your result by the pack voltage.
It is very accurate.

I just tried this one for you.
This is my "P" Sport Hydro, Neu 1515 2200KV
I hooked the boat up on a fully charged 2S 70C - 5000map Pack 8.4 Volts
Tachometer reads 18,500 RPM
Divide that by 8.4 = 2202 KV
