Default Large dual rudder setup for slow speeds.

Hello - I'm looking for a large dual rudder setup for slow speeds. Basically, it won't be going very fast - but there will be quite a bit of mass to turn. I don't need water pickups. Advice?

EDIT: Nevermind - I am going to try 1/4 scale float plane water rudders.

I bought a pair of these for a 60" offshore tug, work great.

Nice find. I might get some of these.
