That depends on what it's going in and how many cells. You can get away with a Seaking 120 set at 15 degrees timing if your not pushing it real hard and running on 6s. More details will net a better answer....

You may have an issue...are those batteries from the same manufacturer? and also not advisable to run batteries with different mah outputs in series.

    We designed the FE30 as a P-Class or P-Ltd Class heat racer (4S2P or 2S1P x 2 or 4S1p)

If you're using the 1515 1Y P-Class motor you can't go wrong with the T-180 (with a little mod to the waterline direction) or lately I've been building them with the Swordfish 220A.

Best battery setup for full P is 4S2P 4000mah [e.g. 2 X 4S 4000mah packs]. Just DO IT - don't use the packs you're mentioning. With 4S2P you'll have plenty of headroom and enough runtime for a mill + 6 laps on a 1/6 mile course (which is a bit over three minutes at P speeds if you're just sport running) AND the weight will keep the boat planted.

Y winds can , if not heavily loaded, use high e.g. +15 degree timing or anything close.

Here's a bunch of FE30's with T-180's and near the last pages 220A Swordfish ESC's

Keep in mind that both the T-180 and the 220A Swordy have been known to have rather overprotective LVC's SO you'll likely be encountering this issue using batteries that have less capacity that the fairly amp hungry 1515 1Y like to feast on. Starting with a slightly smaller prop like a de-tounged X442 will consume a little less power but still give plenty of speed

As far as I know D1 (Northern Lights) have NO limits on ESC's

There are limits on Max volts, and Max mMP's (in battery capacity) allowed on board.
Also your length limits per class.

Go smaller on prop like propchopper said. A detonged 442, maybe m440 3 blade thinned.

I think you really have to look at the suggestions that have been made...your castle motor is fine ....your batteries are very suspect...your props are dubious at best. I know you are on a strict budget, but a little caution with your setup will provide you with fun and not an expensive mistake. It is better to spend your money prudently rather than "I will give this a go attitude as this I what I have"....just my two cents.
