Epoxy resin ...I tend to use west systems or ez-lam depending on what I have at hand .
edit: I can't think of a reason a good polyester resin couldn't be used as long as it's low viscosity

I spray in polyester resin (because it is what I have) I am going to use some spar varnish on the boat I am building now (I ran out of resin) I am not to worried about getting wet inside the hull anymore as I gave in to using hatch tape (way less headaches) that really keeps her dry in side but you do need some sort of finish inside as I am assuming you are talking about a wood build to keep your wood from warping and puckering.
speaking of wood puckering when I screw my hardware on to the transom I use a little clear silicone on the threads (and I mean LITTLE) so it does not smear all over the place you only need enough on the end of your finger to wipe on one side of the screw, thread deep only and it will spread around the screw just fine and your transom will not get water under the paint that way (you old pro's already know how to seal your screws right?)
