They're outrunners. Yes that is normal for they type of motor. Outrunners have more torque than inrunners.

I don't know the Segad at all but you never want to use two packs of different mah rating at the same time. If you're using one pack at a time then yes they should be fine

even if its a 400mah diff? the dude at the shop told me that one side would die out and my boat would lean heavy on one side run wise... when the packs are at there end...

You aren't running parallel or series if you are running two seperate motor esc setups so I can't say for sure. Someone who knows more will chime in soon enough

As far as series and parallel, I always use the same exact mah/c rating packs. At least that's what I was taught

You should have the same size batteries and same "C" rating for both sides.

in this case you have two esc and each one has it's own LVC, so yes you could run them, but it would be best to get two like batteries.

make sure you setup the ESC to auto detect the lipo.

Set LVC to 3.0 volts per cell

    enable reverse on both ESC's

loctite all screws and make sure you loctite the flex shaft coupler , add a shaft collar for extra protection from loosing the flex shaft and prop
