Default flooded stuffing tube - why?

What's the purpose/benefit of the flooded stuffing tube design? Never seen it til now, so just curious as to why?

We've been building our competition monos with them for a few years. It allows for a greater adjustment range while remaining waterproof.

I just did one here, there may be better ways, but this is what I did, following some lead from Racemechanix previous build.
