what kind of radio to use?

I have a friend who I am considering partnering with to build a real deal sub. I am looking for information on a radio that would be capable of operation up to 1000 feet deep. anybody know what I could use? I know that pcm n fm is good in shallow water but as you could imagine this is going to be an expensive project and don't need any malfunctions.
