Crazy Ebay experience for a Mean Machine, thoughts?!

I want to ask people in here for opinions on my latest EBay experience.

There was a yellow Aeromarine MM for buy it now $175 or bid. As I was trying to get the extra funds into my gfs PayPal account (since she had funds there already but, not enough for the whole purchase) and contact the seller to tell him, I wanted to buy it now (this is because it was going to ship from Louisiana to my brothers place in Florida and he was coming back on the 24th). Well as soon as I got funds into her account and sent a message to the seller, someone placed the minimum bid of $100.00. At this point I could no longer buy it now right out and bythe time the auction ended, the boat may not have made it to FFlorida by the 24th so I went and placed a bit way ahead of end time for $165.67 to see if I could get a better deal. After I placed the bid the seller says "I don't see 165.67, all I see is 102.50...
Then I send him this message because I don't think he understands the auction process. I send him this:

"I don't sell much but, I do know that once the first bid is made by anyone, BUY IT NOW goes away. I also know you can 't 'bid out an item'. The only way for me to buy it now for the 175 you posted originally is for you to close this auction and restart it with a Buy it Now only or with an auction but, then id have to be sitting waiting for it to come up again. Just leave it as it is, let it auction out. If I win it, so be it, if not oh well.
    All the best, good luck."

After this he does not respond to my request to relist it and just sends a few messages saying, its not at 175 yet, then, "its at $122, you're close." ??? At this point I have no response for him because I've said my peice as above, what doesn't he understand?? I'm leary about him at this time since he has mentioned a second account for Ebay, but, I figure if he won't close the auction like I suggested so I can get the boat to Florida in time, let it auction out so maybe i get a better deal and ill get the boat spring 2016 the next time my bro goes down and comes back.
Just before the auction ends in 30 minutes, I place a higher bid to make sure I win it and give the seller a chance to gain his full want of 175 if other people keep bidding. I figured I was still saving some $$ on shipping instead of buying direct from Steve at OSE who at that time had one. My highest bid was 176.67 but, the auction closed at $162.55 while I was house cleaning. I think great, I saved $13 and there is a small chance of the boat getting to Florida in time so I pay immediately. No response from the seller from auction close on the 15th until I contact him on the 18th asking if you haven't shipped can you please dfo so asap and let me know. Even though my EBay and PayPal shoiw payment made he responds, "I don't see $175 in my account!?" No money, no boat. At this point it escalates to him yelling and stammering in messages that I've done something wrong and I've gone back on a deal for 175 and if I send him another $13 he will ship it out. I kept trying to explain eBay and how buy it now as well as auctions work but, he keeps flipping out and swearing at me after I have put a claim in to PayPal where I said please ship immediately or refund my money. The auction said delivery is between July 18 and 22.

    Did I do something wrong?

After I told him about the PayPal dispute I filed he says he'll just sell it to the next lowest bidder just so I won't get it. That makes no sense does it?

At no point did I agree to pay the difference between auction final bid and his 175 buy it now price.
I could poists Scott's full name on here but, I'll wait for the funds to come back first which can take up to 10 dayts which the seller will obviously take full advantage of.
    Sad huh???
    What do you guys think?

Are we talking $175 USD...which works out to around $228 Kanuk.

MM at OSE is about $155 USD...or about $201.46 Kanuk.

Seems to me that the extra $$ you would have saved buying it at OSE makes sense (even with the extra shipping charge added on) would have saved you a lot of headaches.

At this point Ray, I would just let him sell it to the next lowest bidder. This will not only teach him a lesson about the auction process but also to not place any demands on someone who won it for less money than he was asking.

However, I would not wait. I would contact Paypal and expedite the process. Explain to them that the seller is demanding more money from you in order complete the auction and to ship the item. Explain to them that you were going to do the "buy it now" price but someone bid on it before you could and it took away the option to do so. You placed a higher bid than the first person and won but now he is demanding the "buy it now" price even though you won it for less at auction. I've been a member since 1999 and have had to contact them several times for dealings such as this. These people piss me off royally. If you don't know the process, don't auction it off. No excuses. After I contacted them and spoke to an agent, they not only sided with me and refunded my money right then and there but also sent a message to the seller warning him that if he continues to do things like this, they will suspend his account. Your claim has "locked" his account, therefore he cannot take the money out. I would also tell them at this point, that you are very dissatisfied with your ebay experience and no longer want the boat for fear of receiving damaged goods due to the seller not getting his buy it now price. That's my 2 cents and in reality thats how it should be handled. You can contact Ebay first and if they dont handle it in a reasonable fashion, ask for a supervisor or contact Paypal. Alot of times, the first person you contact will tell you you have to wait it out, which in my opinion is BS. If someone demands more money for an item you won, that nullifies the contract on their part that you agreed to by bidding on it. I hope you get this rectified in this fashion. Ebay has gone more towards the buyer as of late, which is pretty sh*ty if you ask me. I recently had to pay for return shipping on an item that someone bought from me as "buy it now". I CLEARLY stated that it is the "buyers responsibility" to make sure the item fits their vehicle. I provided free shipping to them and then, without contacting me about it, they filed a claim for a product that did not fit and I had to pay return shipping. I lost about $30 on shipping charges because someone else did not do their homework. Unfortunately, Ebay did not refund me the charges even though the agent agreed it was not my fault.

I have an escalated claim done immediately on the 18th when he started trying to extort me for 13 dollars. Tomorrow I will be at my pc and I can then send transcripts to them on his communication and his insults using vugarity. It says he hass 10 days to ship with tracking or return funds. I will see if I can push it harder for immediate refund. I wish I hasd bought the last one from Steve and I'd have it here by month end.
EBay was useless, they said I should just pay him the 13 dollars or try to negotiate, lol... Sure! Not!

I'll be on the phone with PayPal tomorrow to see if I can expedite the process. Thank you.

Just got off the phone with PayPal and EBay. EBay is not very happy with Scott's messages, they are restricting his account and starting an investigation into his actions. He has violated many rules and they shall deal with him.

Oh well, never again, I hope.

And he continues to send angry messages, sad. If I report him again, this time for harassment.... Ah, forget it for now.

I think his second account is selling a blue old style mean machine that was just discounted from 179 to 159 today, no thank you! I'm guessing of course...
