I believe Andy is looking at the 1992 Clinton/Bush election which included Ross Perot. In that election Clinton received 43% of the popular vote. Bush got 37% and Perot about 19%. So he interprets that as 56% of the popular vote against Clinton. Using the same "logic" Bush was opposed by 62% and Perot opposed by 80% of the popular vote.
Of course in the Electoral College results Clinton got 69% to Bush's 31%.
