I need some help locating a part. The piece that I am looking for is a 4mm conical washer for a cap screw. I am only missing one but I would be willing to buy a few more to make a deal. I believe that these stingers came from TFL (older style) The new ones use flat head screws,

I hope they are the 4mm, All I have seen are 3mm, I even have different colors of the 3mm ones.

The only ones I have here are for turn fins. It has a large hole than 4mm, it's not as tall as yours and can support a larger head bolt.
