It's a mystery why I can't upload anything or what the red circle with exclamation point error means. I see you had no problems posting in my place! Maybe another member has had a similar problem in the past and can help out. Sdg.

Edit: When I hover over the error circle I get a bubble that says this:

[IOErrorEvent type="ioError" bubbles=false cancelable=false eventPhase=2 text="Error #2038"]

Maybe that will help.

Eureka! I've figured out the problem. It was a feature called "enhanced attachment uploading" located at the end of the General settings in the My settings section of the Settings tab. It said if experiencing problems to disable the feature, so I gave it a try ...and voila! I can finally upload files again.
