Hello Kenneth and welcome to the OSE forum.
The question you asked is not as simple as it seems. We would need to know quite a few details to answer that.
I am assuming that you are using NIMH cell batteries.

    1.) What brand of boat?
2.) What kind, brand, amp rating, model, etc. of your ESC?
2.) What size and type of boat?
4.) What kind, size, brand, etc. of your motor?
5.) Type if useage. Sport, bashing, racing, etc.?
6.) Pics of the outside, inside, back, motor, ESC would be helpful.

28" is too big and heavy to go fast on 7.2v.

Do you mean the NQD 757 hydro that originally came with two motors?

Before you sink a lot of money and time, you may want to consider a hobby-grade boat. I had one of these myself. Sunk a lot of time and some money into it to only get it to go in the low 20's. Very disappointed. Watch the swap shop on this forum. Good deals pop up often.

Ok. I would suggest going to two 7.2 in series or even better, 2X2s lipos in series. Switching to a 700 series brushed motor or even better a brushless motor and ESC combo. Here is one with a 700 series motor. .. https://www.youtube.com/watch?v=gCqCfbaJp9A
