I'm looking getting the charger in the link and charging 4S Pack's with it,what I'm not sure on is a 4S Pack is 14.8 Volt's and I have seen PowerSupply's like the one LiPo Power sell's and I can see his put out 12.7 Volt's will the packs reach there rated 14.8 Volt's if I use a PowerSupply like that.

I have charged my 4s packs on a power supply that puts out 13.5 volts and 10 amps. What you have to look at is the wattage the power supply can put out. Since watts is volts x amps, my power supply puts out 13.5v x 10a =135 watts. Now lets say I have a 4s 5000mah pack that when fully charged reaches 16.8 volts. I charge it at 1c which would mean 5 amps. 16.87v x 5a = 84watts. This means that my power supply can handle it. The charger will convert the energy from the power supply as needed. So this would mean you don't have to have a high voltage power supply to charge high voltage lipos. As for the balance boards:
First off, what lipo brand are you going to use? Thunder power uses their balance plug while others use the jst-hx style (which I find to be more common in my opinion).

I'm using Thunder Power Lipo's.

That would be the right balance board for it then.

But if you want to use that charger to charge 4 packs at once ( I assume that's why you bought it) then you are going to need a power supply that will deliver 4 x 5A. That's 20A total. Plus you want a bit of extra capacity in the PS to avoid over taxing it, so I would contact Lipo Power here on OSE & see about one of these. Although I don't have one it's a great price for what you get from what I can see.

20Amps if he would charge them at 5Amp each.
I have this charger and it is capable of charging 10Amp each port on the same time!
That would be 40Amps plus a little margin... And my power supply will juice this charger no problem...

I was talking to LiPo Power and I think I'm going to go with his HP 47 Amp Power Supply as I plan on hooking 2 charger's up to it and will need around 35 Amp's or so from the PowerSupply.

To get 20A on the output side of the charger to 4S (4.2X4=16.8) X 20amps = 336watts/12.5v (power supply) = ~27amps from power supply. Is this correct???

Could be. But I'd contact Lipo Power if I were you. He would be able to advise you better than I. I don't go too deeply into the calcs just the basic amps plus a bit for headroom for me.
But as Robert stated in post #7, his power supply will easily charge 4 x 5000mah packs at 2C (10A each).
All the best.
