I was planning to buy the 700 cooling jacket for my motor. I was wondering how to make my own efficient cooling jacket?

Here is a homemade one for a 540XL motor. Might give you an idea for a 700?

How is the space created between the aero can and the motors can so water flows? Is this off a web site? If so what site? Its hard to read the text. Thanks.

I've done something similar with different materials, fiberglass tube, and square section silicon seals, http://perso.orange.fr/pleindetrucs/index.htm

you have to find a tube that gives you enough space between the motor and the tube, I would say .08" then find the seals or Oring that fit in the space, if they are just big enough it will fit "in force" so you might not need to glue everything together, that's why I did choose silicon seal instead of rubber, they are smoother, rubber Oring generaly have a shore hardeness much higher than silicon ones

Looks fairly simple to make. Just have to find the right diameter to use for the jacket. What did you use for the tubes and what sealant did you use?

Listen, I work for an American company, in the French subsidiary based near Paris, this company (NORDSON) manufactures Powder Coating Systems, Hot Melt systems, Conformal Coating Systems, and a lot more, luckily, I did work for those three divisions, in the Powder Coating division there are some Powder Spray Gun called Tribomatic 2, the fiberglass and the square section seal I've used, are part of the charge tube of this gun!
