I have talk to Hobbywing representative regarding the above esc and they said they still doing testing on them but I saw some sold already in Europe and wonder who makes them?

The Seaking regulator series has been designed for use in boats. All controllers are water cooled and equipped with generously sized silicone nipple for the hose. Seaking the series is characterized by reliable technology at a small size. These controls are designed exclusively for the control of brushless motors. As an optional battery pack can LiPo, NiCd or NiMH batteries are used. Here, the number of cells is detected automatically (except HV series).
A special feature of the Seaking 80A HV over a lightning rod. Before the flight battery is plugged in to the regulator, the regulator, the capacitors can be connected through a resistor "slow" charging.
