I have talk to Hobbywing representative regarding the above esc and they said they still doing testing on them but I saw some sold already in Europe and wonder who makes them?

here are the spec which I've translated:
The Seaking regulator series has been designed for use in boats. All controllers are water cooled and equipped with generously sized silicone nipple for the hose. Seaking the series is characterized by reliable technology at a small size. These controls are designed exclusively for the control of brushless motors. As an optional battery pack can LiPo, NiCd or NiMH batteries are used. Here, the number of cells is detected automatically (except HV series).

A special feature of the Seaking 80A HV over a lightning rod. Before the flight battery is plugged in to the regulator, the regulator, the capacitors can be connected through a resistor "slow" charging. Thus the violent spark is avoided when you connect the drive battery and the gold-contact connector and the electronics are protected.

Through the use of high-quality SMD components, the internal resistance of the regulator is particularly low. The high frequency gives the Seaking controls a high-resolution and fine speed control. All controllers have a temperature and over current protection. And of course the entire series is equipped with an effective anti-tarnish, if the throttle stick on the transmitter when you turn not on neutral.

The following parameters can be programmed on the controller:
• Operating mode (forward / backward-forward)
• Number of LiPo cells (auto / manual selection)
• cut-off for LiPo (2.8 V / 3.0 V / 3.2 V / 3.4 V)
• Timing (0? / 3.75? / 7,50? / 11.25? / 15.00? 18.75? / 22,50? / 26.25?)

Overall, the Seaking-range captivates with its simple handling and high reliability in practice. The high quality silicone cables in a flexible design to emphasize the high quality of brushless speed controller.

No 130HV listed on their website. Not sure but maybe the German site had them made special for them. I have contacted Hobbywing to try to get more info.
