One of the best beginner sub kits is the Dumas Akula. It is pretty simple, not too expensive and works. Here is a build thread:
There are plenty of more advanced kits, and some less expensive/simplier, but many submariners recommend the Dumas Akula.

I know this is an old thread, but i would not recommend either dumas submarine as a first time kit for someone who has never built a submarine before.
all the reviews of them seem to gloss over the fact that you need spend hours finding and fixing leaks when you first try them out. once you have found and fixed all the leaks, they are still not a sub i would trust in a lake, their use of thin styrene for the WTC with no structural stiffeners limits their dive depth to about 3 feet.
a good designed WTC shouldn't leak at all. ever. in my WTCs even 2 or 3 drops after hours of running is bad.
a very good first time submarine kit would be either the robbe seawolf or the subtech albacore. if you want to get a RTR sub, the only one that is really available is the thundertiger sb-1
there are also some add-on/upgrade systems for the revell gato that seem to be okay for a first time builder, but they are quite expensive.

there are 4 forums i would recommend visiting before buying
for reasons that are beyond my comprehension, the model submarine community seams to have fractured into a couple of different groups, each group basically belittling each other, and calling the other group idiots.
you will find a lot of noise and static about that on both the subpirates site and the sub-drivers site.
