help..have steering but no throttle?

So I'm new to rc boating an was out for a test run an low an behold the motor won't spin, I've reprogrammed twice an still nothing, any thoughts?

make sure after you program,that you disconnect the batteries and wait 5-10 seconds before you plug back in.It should take the program that way
