I let my dead lipos (2) set in a bucket of saltwater for 2.5 weeks as directed and pulled them out today to throw them out. However, I noticed that both were VERY puffed about as tightly as they could be, is this normal? Should I Puncture them to releive the pressure before tossing them?
I checked the voltages of the packs and I got between 0V and 0.12v while they were still wet from the water.

Yes. You need to expose the lipo innards or let the electrolyte be saturated with the salt/ water mixture to effectively remove the potential for plate charge. I.E. voltage in the battery.
